I disagree with this suggestion.
The whole point of energy and mana being needed for crafting (as I see it) is so that you have to choose which stats to raise (or use crafting suits). You need to have a certain level of energy and mana to be able to make high-tier stones, if you don't have this, then you simply can't do it.
If we go down the route of this, then it allows builds to use massive negative mst/pst stones, with no real penalty for doing so. In fact, if mst/pst isn't required for crafting, then the argument could be made that you shouldn't need either for gems in combat. This would plainly be ridiculous.
When making items, you need a certain level of mental ability to do the job (call this the mana side), but you also need to be able to physically work on what you are doing (energy). In fact, there could be an argument for saying that concentration (cnc) should also be at a certain point to make higher-tiered items
