Does anybody know the percentage for penalty when working on skills above your level? Looking for the penalties for one level above through to ten levels above.

10% per lvl, up to a max of 95% (at 10 lvls above)

i can confirm 95% cap...i checked trophy xp for a lvl 11 skill on a lvl 1
