Low Level Pet

Would it be possible to get a low level pet? Something like:

Field Mouse. Requires Petmanship 2. Avaliable in T1. Damage 1-1

I don't think this would be game breaking, and would help whip wielders for the earlier levels. It would also help answer the recurring question of 'how do I get a pet' in civil.
