What is the absolute bottom line written in stone FACT about what 4++ runes one can use with what level archruneology?

You should beable to use 1 4++ rune with 0 Archeorunology
2 with a 4++ rune equiped in the 2nd slot with 20 Archeorunology
3 with a 4++ rune equiped in the 3rd slot with 40 Archeorunology
4 with a 4++ rune equiped in the 4th slot with 60 Archeorunology
5 with a 4++ rune equiped in the 5th slot with 80 Archeorunology
6 with a 4++ rune equiped in the 6th slot with 100 Archeorunology
