chat needs work to get rid of the spammers.

ok i know uncivil is suppose to have no rules but i think both chats can use this. We need the same exact spam system rwk has. it works perfect. i pretty much only iggy spammers. my list gets full i clear it and have to do most of the same ones again. its annoying. there no reason to spam anywhere. rules or no rules. and a tier listing in ah on the resources would be nice. thanks

It is against the rules to spam in either civil or uncivil.

We also need one for the forums as well.
