Jeff, since resource/crafting tiers have a 2-3 level difference can you change the grey resources to 4 tiers below current level instead of just 4 levels?
Resource/crafting xp is small enough. The penalties will consistently decrease a person collects lower tiers.
This would benefit many crafters/resource gatherers and would allow some leniency on the items they receive xp for for gathering/crafting them.
The penalties would work just like levels, except over a period of 4 tiers instead of levels.
Edit: I meant this as when crafting, as that is the only time penalties are enforced, such as skinning, scaling, making leather.

I say the exp gained on crafting should be based on the char's skill level and the difficultly/time required to craft the item. for example putting two leaves info a dye press requires little to no time and difficulty so the exp gains should be just a reasonable ammount. but epic crafting or armor/weaponcrafting which requires 50+ items, a lot of time gathering/crafting materials, should get a crap load more exp. up to 4 tiers should still get exp so if you are lvl 37/tier 12 in a crafting skill you should still get something for exp all the way down to lvl 24/tier 8
