I think Glitchless is withholding the skill until someone figures out the riddle. The skill is coming 'soon'. You said 3 years have passed, but in Nodiatis, there is no day or night, or years. There is just server time. Logically this would lead us to believe that Language will come when server time runs out, thus breaking out of the infinite time loop in which we are currently trapped.
I figured it out, now break time and unlock Language please Glitchless. =)

Try: Different Towns have different native languages. The Higher the level. The more u are able to bargain with store keepers, and therefore able to get better(lower) prices on Store Bought Items.

Yeah, fairly interesting how those skills probably never going to be implemented. Currently they only function as dummy skills to inflate your experience... Actually, now when I think about it the social skills tab could use a couple more of those seeing that it's fairly easy to max all of the current ones. Not being able to gain anymore social experience is :'(
May I suggest:
Dancing
Drinking
Gambling
All level 80 skills of course!

Every point in this skill increases the amount of purchased rune power added to clan coffers through your donations by 0.25%. At a skill of 100, your purchased rune power is multiplied by 1.25.
A buff for clans! An incentive to join a clan, as well as making rune activations a bit more feasible, no?
