I like this idea, but I wouldn't want to restrict it to t2.
The obvious benefit is shared resource/artistry/crafting equipment. It would be really nice to stay where you are working and not either lug things to t2 or lug your equipment around. True you can share stuff now, but both parties have to be online (and active) at the same time which kind of detracts from the global nature of the community.
You still would not be able to share SB stuff - nor would you be dumb enough to use it as spare storage as another clan member could steal your gem/armor/weapon/... True, someone could sell an oil boiler, but a) it's not that expensive and b) you wouldn't have it there unless value existed for the clan as a whole so... what would be the point? Besides, if you got caught you'd get black-balled.
Better solution.
It would be like a localized vault that allows a wider variety of objects (but only non-SB). Officers only can put items in the first time, so "replace" would be a different method than "add". Withdrawals would be like a library; you could even leave a note saying person X has withdrawn object Y. The vault could be an optional purchase so fighting only clans could avoid it, while crafters could see the value proposition.
