That means you can, with this method, sit all your low levels in one spot, waiting in line until the Powerlevel group is done with one of the low levels, gaining XP very quickly - alot faster than allowed by the current Half Dead change - by taking an increased RTT penalty rather than gaining less XP for hopping between combats.
Indeed the RTT is the same, but you evolve effectively twice as fast in the same amount of time, wich may go against Jeff's design.

but this has been around since beta and the expending of 60seconds of RT(formerly AT) was Jeffs way of curbing exploitation, being fully aware of this and the practice behind it since beta why is it now considered an exploit is the problem.
