Your issues don't seem to be caused by memory issues but rather a slow processor. Memory only slows you down if you are using more than you have, ie swapping which is using HD space for RAM. Hit CTRL ALT DEL when all your programs are running to see how much memory is being used and note if that number is higher the memory seen when you view system properties.
That being said there won't be a way to toggle of those things. Just kindly as your boss for a faster computer.
