Roving Bosses

As a thought, a boss (or Mob) that has no static, has no prescribed area, but is purely related to player level.
a boss for levels 1-5, 6-10, 11-15 etc
Have it non quest, solo only maybe? and can appear more than once, with a bonus of 10x xp or something - a small easter egg kinda thing?
