Wouldn't it be better to make it say 15-19 then 20-25?

In the 15-20 class, lvl 20's have a big advantage due to dual wield ....

Remmember that you have to enter your players level, not there group. I am putting in there levels so everybody can see what they are up against. That means I cannot enter Rit or Epic until I get there levels
