Default Heroic mode doesn't raise the tier by 1, when Dust Collecting
I have my level 77 Dust Collecting in travellers way. He is in Heroic Mode and is still getting tier 1 dust. His dust collecting skill level is currently 21.

Is this a bug and he should be getting tier 2 dust, or is it working properly?

hero never has worked for dust collecting as far as im aware
