Downtiered Legendaries

I was completely surprised to find out that downtiering a legendary item that is not soulbound yields 2 soulbound items of lower tier. We have a warning when we equip something that it will become soulbound, but I've never seen it written anywhere that the above situation would happen. I've been told that it is to avoid exploitation, which makes sense, i suppose. Why isn't there a soulbound warning when you downtier a legendary item?

There are no pre-enchanting warnings, however, we can change it so that only soulbound LGs can be downtiered, thus there will be no confusion since you'd have to soulbind the item prior to downtiering.
