Default Question for Piercers (none WW)

So without WW's class, it seems to me that minimum dmg increase, really doesn't do much since everyone can hit "softcap" on their max potential. I personally can't think of how to make min dmg relevant again without overhauling the whole stats system and pushing it to be even harder to reach max dmg, which i'm assuming most people would hate.
So my question is what are some ways to make none WW piercers or min dmg builds relevant?
I only kinda of have one idea on the subject:
adding something to go along with min dmg to increased puncture dmg/Poisonbolt dmg, but make it so Slice and Dice can't happen the same time a Puncture does, as i think have both would be a bit much.
Question to everyone else, if yall have any Ideas on helping piercers out?

realistically piercers are as good as crush or slash without werewolf. with werewolf they're better.

Honestly melee isn't bad non-werewolf, I'd say its average. pierce, slash, or crush.

Only difference is , werewolf does it better. resistance buff, and dice chance is just great for a melee

Ok, i havent really seen any piercer users sept the forged set users that weren't lvl 90

Pre-LG, piercers were guaranteed hits, crushers were guaranteed biggest hits, and slash was the best of both worlds in an average sort of way. Melee has always been second to caster types PVE, but with LGs and WW, melee actually tops casters in PVP in most cases now. Balance? I dunno about that, but it has changed the way people think about PVP.
