Default Downtiering
When downtiering stacks of 105 thread, it only stays as 105 and did not "proc" to give more possible resources.

When using stacks smaller then 105 (such as 53) it yields more then was initially used to downtier. (usually)

Unless when downtiering you aren't supposed to be able to get more then 1 stack worth?
