When you mention crafting mats.... silks are a random type thing with trophies drops, yes. However, most of us think of resources coming from your resourcing.... ie: hunting, foraging, gardening, mining, dusting, trapping, woodcutting... that you do after combat. Those have nothing to do with mobs' drops.
Now along the lines of what Silverlink mentioned --> all zones DO give the lowest tiers, but the higher the zone the higher the possible tier you can get (Rngesus and skill level etc.) With the exception of dusting which is rumored to have any tier in any zone. >,>
When you craft is your personal choice. Lots of folks think waiting till you are cap is more efficient due to the exp gains you get from leveling skills that are much lower level than your toon level. I like the crafting and resourcing; I've done it since the beginning. Imo, it gives you good habit of remembering to resource after combat. You can also sell any raw resource (t1 ore, tier 1 scales, etc) for 100 gold each. A lot of crafting of top items take hundreds of t1 resources.
Anyway, it's really up to you. If you want a little extra to the game than just quests/grind then resourcing is great alternative. If you want focus on capping first, that's cool too. xD DO WHAT IS FUN FOR YOU.
