Incantation rune idea

As casters has deft draw now incantation rune is for what i understand more or less unusefull. BUT what if making it so even non staff users could use it? Dont think it would make any build stronger as you still have to choose away another rune and only works at start of the fight.

Would be OP for preventers in 1v1 and tanks in 3v3. They can go jeweler if they want ttoinstantly get taunts/prevents.
