Minor cleanse / CA tweak

First,

I've been noticing that when farming, auto cast slots take priority over class CA.

i.e.

if i hold down my CA button, i have to wait till all auto cast slots have fired off before the CA will fire.... this seems backwards to me, your CA should trump all, when it is pressed it seems to me it should have priority number 1.

Second

When cleansing, it would be nice if it didn't trigger the global cooldown, in many cases on a mez... its actually faster to not even bother cleansing.

Kinda defeats the purpose.

So in summary:

Set global CA to fire no matter what when pressed, remove global CD on cleanse.

Yeah last season when 14 of top 30 used enchanter it sometimes came down to who CAed first. and I had to turn off autocast on the sixth slot to be able to compete :{

And yeah I don't bother to use cleanse on mez normally. Pointless with how long it takes
