Archers not have so many mst or pst and also can't cast more then one or two r 18, r19 or r20 gems in battle. Also resit mode will be reduce success of hit/cast if instead of assurance or other rune use energy or mana theft rune.
Imo that that quiver and bow of the siren don't help much for archers.

Well, some of us can 
However, an archer would have to trade off one of the other quivers for this. For example, the Thunder Eye Quiver has a higher haste percentage as well as +10% to max damage. So it's not exactly a "buff".. but it does open up more builds for non-"casters" who want to do more casting, so I think that's a good thing. |

Archers are quite capable of putting points into mst/pst if they want to. This quiver obviously isn't for a pure archer build, maybe something more creative?
