Default PK Timer

You should be able to lower the amount of time for which you flash red after a PK by one minute for every 3,000 PK points you have, up to a maximum of 15 minutes less.

It would be nice because right now, if I kill 10 people on a spree, it takes 10 minutes, but waiting for timer to run out takes 30.

Also xshad has a good idea:

Also, fake PKers couldn't exploit this because they wouldn't have enough points.

For slow effects, use the slow % but as a negative.

Just repeat for multiple effects.

DO NOT multiply by 1+slow% to get your new delay. 1*1.4 is not the same as 1/0.6 and your answer will be wrong.

Support, though 1 min for 10,000 points is a little to much points probably 1 min for every 1,000 or 2,000 points. or you could do for every pk you do while flashing shortens the timer on flashing red by 1 min, down to 15 mins max.
