Default Skill-or-item suggestion

Basically, a skill/weapon/gem that lets you add % damage to your hits as long as the opponent has a damage shield.

Would affect any damage, and would instantly apply on hit (this "bonus" would be the first applied, instantly applied by DoTs, and would not be able to deal damage, only remove shields)

Why is this relevant?
1. Because in the age of regenerers, shield gems have gained even more favor than direct heals and HoTs, even though, numbers-wise, the former were already stronger than the latter.
2. Because, unlike heals, everyone gets the full effect from skills and gems as far as shield gems are concerned, making them even stronger than above mentioned.

Isn't this a nerf to shield users? Yes, it is. One might implement that the Testudo-granted shield could not be Broken to counter this possible nerf.

Do note that it isn't that much of a stretch either. It doesn't affect PvE in any way. It does not reduce the effectiveness of regeneration as a whole, only the chances of surviving a hit that should have been deadly and regening or healing up again, something much similar to the recent Shaft of Death changes.

Alternatives:
- Give a percentage chance to hit through shields if the shield should have been the difference between life and death. This removes the possible Testudo nerf and the possible early-fight shield, that, while I still think is an alternative a bit too strong compared to other support-type gems, is less of an issue.

TL;DR: If you want to heal from HUEG DMG, you want a HEAL gem, not a SHIELD and regeneration.
