cleanse global cooldown

i've been wondering why cleanse triggers global cooldown. i half-heartedly looked to see if this has been discussed before, but failed to find anything.

in 1.288 Glitch removed Gem Shattering's trigger of Global Cooldown, and i would like to think that cleanse could use this benefit as well (as far as clicking fast is concerned).

perhaps the reason cleanse does this is because it would be too powerful if it did not?
