Yes. The only reason you got unsoulbound items when crafting with accel on (and despite getting the warning message saying you would get soulbound items) was because you were not getting the 2x accel bonus due to travel mode or lack of RT. All that has been changed is the server now checks for accel being on rather than checking if the 2x or greater experience bonus is active.

If you can still produce unsoulbound items with accel on after the patch it would constitute a bug and would be worthy of a TC reward.
