More than that, why is it legendary? Is it a bit like a young woman bragging that her Louboutin's are legendary because she had to get a second mortgage to buy them?

Legendary gear isn't obtained through skill and legendary gear is not rare. It is common and obtained almost entirely via purchase power.

Legendary gear was meant to be a gold sink, and it only needed to be marginally better than 99 epics in order to fit this role.
