Not necessarily. Classes could be put into separate categories (Fighter, Healer, Caster, Ranged - this list is far from all-inclusive), and each category combo (10 atm) would get its own bonus.
I'd prefer a group bonus to a single character multiclass bonus, at least to promote team fighting, something used much less often.
Make it something actually meaningful.
A few suggestions (would accept others - I'm all out of imagination)
Caster + Caster: Global CD reduced by 30%
Healer + Healer: Overhealing deals damage equal 50% of healing done. This applies on instant heals and HoTs cast when the target is full.
Fighter + Fighter: Apply each other's class bonus to both.
Ranged + Ranged: Ranged self-only auras apply to both.
Fighter + Caster: Raise the next melee crit by 30% every time a spell is cast (Magic sword FTW!). This can stack up to 2 times.
Healer + Caster: Increase the effectiveness of mana/energy restores by 20%
