Every point in this skill reduces the rune power costs of runes by 0.25%. The average level of this skill among all members of the clan is used to determine the cost reduction. There must be atleast 10 members in the clan for the bonus to take effect.
Example:
10 members in the clan
3 have level 100
5 have 50
2 have 0 due to not being level 60 yet
300 + 250 = 550/1000 = 55/100 = level 55 average
55 * 0.25 = 13.75% cost reduction
