Rank 1 would give (for instance) 1 damage over 1 second, which is exactly the same as 10 damage over 10 seconds. It'd be better with, let's say, "x damage over y-x+1 seconds," where x is the rank of the gem and y is the rank of the strongest gem of that type (I just don't know what the highest rank currently is).
With such formula you'd get 1 damage over 13 seconds (if 13 is the highest rank) for the weakest gem, and 13 damage over 1 second for the strongest gem. If that's too little, we could have "2*x damage..."
