PK & PKK Skills + More
TL;DR
I know nobody really cares about threads like these except other people who have there own ideas to reform the PK system. And even then, most only care about their ideas. I'll put my ideas up anyways, this is a work in progress and just some things I was thinking about. I'll listen to any constructive criticism.
Add 2 new sets of skills that can only be raised by PKing and PKKing. These skills mainly focus on increasing PK/PKK ability rather than other benefits such as the current/old PK Bonus. None of these skills are effected by external exp penalties/bonuses etc except virtues. The amount of exp you get will be something like 100 per kill. If you are level 40 and kill someone level 40, you get 100 PK EXP points, and this is the same for PKKers. But if a PKer kills a higher level PKK they get bonus PK EXP points. These skills are supposed to be hard to level, so you'll need a lot of alts to kill for a long time if you want to cheat your way up. The PK skills have to be 2x as hard to level then the PKK skills, because a PK can PK anyone they want, and a PKKer can only PK a PKer.
PKK Skills:
Seasoned Hunter:
After initiating combat with a PKer, you are __ less likely to encounter mobs for 3? minutes. Each level in this skill increases this bonus by __.
(4% Min 10% Max?)
Invoke Fear:
After initiating combat with a PKer there is a __ chance that the PKer/one of the PKers starts the fight with fear for 7 seconds. Each level in this skill increases this chance by __.
(5% Min 15% Max?)
Fear is like taunt but the pk can still attack which enemy they want
Preparation:
__ percent chance when starting battle you have your designated taunt gem drawn. Each level raises this chance by __
Instinct:
At Level 25 in this skill you have a ___ Chance of making a Non-flashing PKer on your square begin flashing blue(needs to be new color) for 5 minutes. This chance increases at 50,75, and 100. At 100 every PK that is on your square and not already flashing will begin to flash blue.
Keep in mind everyone can see a PK flashing this new color. This skill is partly so that PKK wont need to keep tabs on PKers unless they feel the need to.
Martial Law:
Every skill in this increases the amount of PKK EXP you get per kill by __.
Intimidation:
For every level in this skill you gain a __% AC bonus if outnumbered by PKers
This skill has to be more powerful than the PK's Steadfast Skill.

PK Rival Bonus Skills, these are able to level immediately unlike a PKer and do not need a separate page. Keep in mind PKers already cannot PK for 3 days after dying to a PKKer.
Punishment:
For Every level in this Skill A PKer you kill losses __ more RT.
Base 20% Max 30%?
Judgement:
After being killing a PK they have a AC Stat penalty(Percentage) that lasts for 5 hours. Every level in this skill makes that increases that percentage.
Fines:
After Killing a PK they get __% less gold from chests for 3 days. Each skill increases that percentage.
Min 7% Max 20%?
Cruelty:
At Level 50 in this skill you increase the amount of days a PKer cannot PK to 4, at level 100 it is increased to 5 days.

PK Skills:
Lone wolf:
When you PK alone you gain __ extra bonus experience in PK Skills for every level in this skill
Steadfast:
When outnumbered by PKKers you do __ more damage and gain __ attack haste (both including pets, balanced in a way that all classes benefit equally) for each level in this skill
Tactical Retreat:
While Flashing you are __ less likely to encounter mobs for every level in this skill
Veteran:
After a battle(forcing or forced on) your HP, mana, and energy regen restore __ faster for each level in this skill
Escape Artist:
For each level in this skill you are __ more likely to draw your designated escape gem as soon as the fight starts.

There will also be another page where PK skills that enhance PKK Rivalry bonus are kept. Unlike PKKers, these will require a significant amount of Total PK points to unlock each skill rather then already being able to level up. This is so when a PKK kills a PKer it is much more harsh than a PKer killing a PKKer. (compare it to leveling up, you need _ level in melee, recovery etc. to level up. Instead of it taking multiple points it only requires one to unlock each of these skills, and instead of leveling up you unlock a skill). After earning __ Pk points, you gain the ability to unlock one of these skills, which you can then level up. If you have multiple unlocked then they all take affect. Keep in mind in general PKKers PK Rivalry bonus is supposed to be more inconvenient, especially when you consider that when a PKer dies they will not be able to PK for 3 days.
Rivalry Bonus Oriented skills (Not unlocked until you gain __ Total PK EXP points and choose which you want to spend your unlock point on)
Overkill:
When you PK a PKKer they lose __ more rested time for each level in this skill
(10% Base 20%? Max)
Broken Pride:
After PKing a PKKer they gain a random stat penalty(Like a potion, but negative stats). Each level in this skill make that penalty __ more effective. The penalty lasts for one hour of RT.
Degrading:
This skill can not be improved. 15%? chance of making a PKKer that you killed spawn and have to stay at the docks for 5 min. (This also helps in a tactical, way, making a PKK group a member short temporarily)
Mental Trauma:
Each level in this skill makes it __ more likely that after being killed by you a PKK earns __ less active exp for one hour of RT.

PK BONUS
PK Bonus lasts for 10 Days, You must PK 10? people to get the 10 day bonus. You only get PK EXP for killing each player once 12? days, making this PK bonus very hard to achieve through alts/friends. But this is not enough, there must also be a rule that the PK EXP you get from each player can only count towards earning the PK bonus once a month. That means if you make 10 alts, and kill them one a week, you can only get 20 days of PK bonus a month. I know this will be hard to implement, but it is necessary. PK bonus time can stack up to 50 days.
PK bonus will be the same but re-balanced. The specifics don't matter right now. All Trophies earned while PK bonus is on are SB. PK Bonus can be toggled.

100K Charge A month to be a PKer
50K to Change alignment from PKer
50K charge to PK again after dying
PKKers can only kill the same PKer once every 2 weeks
Only Paid members can PK
All members can PKK
Ranges stay the same
PKers do not get the PK bonus after being killed, but the PK bonus does not begin counting down until they death penalty period is over.
PKKers gain 30K(TAXED) for killing a PKer, which raises by level 30K is just the minimum. Not sure how much it should be at higher levels. The benefit of being a PKKer is now Gold rather than loot from permadeaths. This Kill bonus will definitely add up when there are more PKers, and a lot of PKers use cheap equipment anyways.
PKers can defend in a group, but CAN NEVER ATTACK IN A GROUP. I'd like to see it changed so PKers can still be in a group even while they PK.
No more looting, no more perma death
Possible monthly contests where rewards such as gold/Rivalry skills unlocks for PKers/ PK/PKK exp in general/tc's etc. New titles would be nice. IT would also been nice if ALL players were taken into consideration, and all tiers have their own prize so it isn't a cap player getting it every month. You can only win this prize once every 3 months.
PKKers can not kill a PKer repeatedly, the PKer would need some time of immunity for some amount of time. It'd be really irritating to keep getting killed by the same people every time you PK. Like 1-2 weeks or so.
