flare up with constant dmg gems

so flare up does +5 to max dmg. I understand how it works with ranged damage but what about the blue gems like krozzixes? Does it turn the constant 4-4 into a 4-9? I believe i saw the dmg land below 4.

If your magic skills aren't high enough you won't do the intended gem damage.
