Weapon Tempering
Every point in this gives a 1% bonus to the proc of your archery set, weapon or pets. At a skill level of 100, you will receive Double the bonus that the item states.
therefore, if you have a 17% chance to shoot flaming fireballs from your crotch, at level 100 of this skill, it would be a 34% chance.
does not effect armor.
