99 epic armors are still very new, with only a small number of players having a full set. It seems crazy to make legendary armor supersede 99 epics so soon, but if legendary armor is worse than 99's, why would elite players even care about legendary armor?
They would care if legendary armor rewarded non-combat aspects of the game, which would also make them unique (more legendary?).
For example:
- A suiting set than increased your storage by 20% per piece (no shield included).
- A set that reduced your current goblin tax by 10% per piece.
- A set that reduced chance to encounter mobs by 16% per piece.
- A set that increased your daily rt and rt from tc consumption by 10% per piece.
- A set that increased xp gains in Artistry and/or Crafting and/or Resourcefulness by x% per piece. (in this case x could be a fixed number or your toon level or some other variable)
... and so on.
It could be possible to make legendary's like this have suiting prerequisite 0 as they all scale up in power relative to your skills such as bartering, exploration, storage, extended study.
The armor class and stat enhancements (if any) would need to be carefully selected to reinforce the fact they are not combat armor's but also not weak to disrespect the legendary status or make you one hit pk targets while in transit.
