Midnight Hour and PK Permits
Every midnight to 1 a.m. (server time), for 100k a permit, there should be PKing allowed. No permadeaths would occur during this hour, and a permit would be required to be able to freely PK for 1 hour. At the end of the time, the permit vanishes. Also, if you get PKK'ed, your permit is destroyed and you must wait until server reset to purchase another one.
Just an idea.

id buy a permit
id also have to say, that no looting during this time, simply cause it would be unfair on some that get epics taken and cant claim em back.
just a time for random killing, that has no consequences, just fun free for all killing
id also say that faces should flash purple when you hold a permit.

REWARDS/RESTRICTIONS
-No permadeaths
-No looting
-No PK points
-No PKK points
- PK'd characters are given a choice between being sent back to last town, last recall spot, or staying put at death.
- Cannot enter towns at all during this hour (can leave town if already there).
- An active permit permits you to force on anyone.
- PK Period points are awarded as 100 * Your total Exp / Victims' total Exp for each kill, round down. Top 1,2,3,4 or say 5 scorers each period get a free permit at the next server reset. PK-Period points are reset then, too. This is the only reward.
SETUP/ACTIVATION
- Purchase one permit at any time from the Seer, if you do not own one.
- Activate permits at any time, but then it starts automatically at the appointed time, regardless of where you are.
- You can activate a permit during the hour (after the PK period has begun), but you don't get extra time.
- If you have had a permit destroyed during a PK-period, then you can buy another permit, but either a) activating it applies to the NEXT PK-period, or b) Activating a second permit during a PK-period should be impossible... only one chance at this per PK period.
OWNERSHIP
- you can only own one permit at a time.
- permits cannot be traded.

i like most of it,
but i have to say 2 things:
1) NO BASE ON EXP!!!!! exp does not mean a player is stronger, it just means they have more exp. therefore judging things based on exp is pointless and should not be done.
2) lvl restrictions are pointless, as a capped player, i can go PK and kill a lvl 5, but a lvl 5 has a harder time going PK and forcing on a capped player.
therefore removing lvl ranges is the best bet.
also 1k is to low, tbh id say 100k is fine, and id say make it so that only Paid toons can buy a permit.
why??
cause of a few reasons:
1) is a gold sink. it removes cash from the system, which tbh is needed considering how easy it is to make cash alot of the time.
2) Only Paid toons can go PK, and since this is similar to that (besides the risks/rewards) id say have that rule aswell.

Yes, the 100k gold was intended as a gold sink. Faith explained, appropriately, to me that this would remove gold from the economy, and hopefully having a decrease in tc prices. So that's the logic in such a high fee.
And yes, free range to all. This is meant to be just for fun. No farming bonuses needed, no permadeaths, no pk/pkk points, no looting, and no exp bonus. Only thing thing I want is the announcement message to stay, so everyone can see the madness happening.
And for consistency, I would personally think that everyone who dies be sent to town and have immunity to death for the rest of that hour. Would be dull if you killed a person and they remained on the same spot.

Absolutely correct, CW.
I was thinking 1k PER level and wrote it that way.
In unit factoring, used in most of the sciences, 1000 gold/level is the right syntax for the factor to be applied TO the level:
At level 10
1000 gold * 10 level (s) -> 10k gold
--------
level
the level(s) in the numerator and denominator cancel.
the full equation is cost = 1k (gold/level) * Player level (in levels)
As to the 'right' price, it depends on the goal.
If the goal is to drain off as much gold as possible from capped players, then 100k, is best.
If it is to draw as much gold as possible from the Nod economy, then a lower cost, based on level, e.g. my more modest 1k/level is a better sink, as it would draw almost as much from the higher level types, and draw some from the lower and mid level types.
As to Level Restrictions
Yes, this is just for fun.. ok.. No prizes.. no basing ANYTHING on experience, if you like.. I think exp is a much better indicator strength than is player level, but so be it.
But, if you want lower level types to ever get to USE a permit, and get to play the game, if even briefly, you gotta let them walk to the area of their choice, or hunt someone.. Hence the level restriction, until they actually get to pk someone.. of any level -- at which point, they can be fair game. Otherwise why would they play?
(ok little one, you had your ride on the big roller coaster, now back to town with you).
Yes, I think it is important for the level 20's and 30's and 40's to have a reason to buy permits, too.
Umm Why should anyone go out and Farm during PKPeriod?
So.. if you AREN'T playing the Permit game, why wouldn't you just leave your toon home?
Might be a problem, might not... but a 10-20 % trophy drop bonus for that hour (and maybe for a half hour before and after, might solve that problem, and get folks outdoors, without being over the top.... just saying.
Since it is a 'scheduled event', its frequency can be controlled pretty well.. (down to none if a total flop).
So... This is fun.. When does Glitch weigh in on this grand experiment?

if a farming bonus were to occur, then most everyone would farm instead of using the permit, which would mean that the whole idea was a flop.
ive seen lvl 1s with 3bil exp, yet not have 1 lvl trained in any combat skills. see how it isnt indicative of ****??
as is, if people were to use the permit, and it was like the PK system, then a capped could kill a lvl 5, and what not, the lvl range just stops the PKers being PKKed by higher lvls, the higher lvl PKs could still PKK them all.
