Default Chars. under 50 can use heroic
A char under 50 can get the full benefits of heroic mode if another guy (50+) is forcing on the mobs.

like say I have a lv 50 toon farming in
Ice Cave River (48 49 50)

The fights are fairly easy there and a lv 32 toon (maybe two if you can manage it) can jump into that zone last second with maybe some tetsudo.

All toons benefit from the +1 tier resourcing and stuff ~

I'd like it if this is an exploit. i want those tcs!

it's been like that since heroic mode was implemented, i don't think it's a bug or exploit

this has been known and isnt a bug or exploit...i've fought heroic TW mobs with an 80 to resource. It is as intended afaik
