exp penalty question

ok, the main question is, does exp penalty max at 10%?

the purpose I'm asking is, i wanted to raise a skill to 80. i was told that each level above your own is -10% exp penalty when sacrificing trophies. and it supposedly maxes at 10%. so..

71: 90% (raising it from 70 to 71)
72: 80%
73: 70%
74: 60%
75: 50%
76: 40%
77: 30%
78: 20%
79: 10% (raising it from 78 to 79, just like before)
80: 10% (and so on)

so, if this was true, in theory i could raise the skill to 78, de-level, and then it wouldnt get any worse because the penalty is already maxed if im 70 or lower. but it got worse from 79 to 80.

then, i de-levelled from 70 to 68, and sacrificed a combat trophy. trophy normally gives 8300 exp, and i get 739 (skill is lvl 79, active acceleration: 29, 23 virtues). i was expecting 10% minimum, so 830 should be the lease it gives, and thats with 0 active accel and 0 virtues.

so, one of 3 things happened:

-it used to max at 10% and changed since
-i got bad info
-my math just plain sucks

nevermind, i found what i need. somehow i passed over the one that answered this when i did a search

Basically at level 70 putting a trophy in a lvl 79 skill gives the same xp as putting a trophy into a level 80 skill, and from there it remains the same. And for me it's about 1/10th of the trophy value and 1/20th of the xp i would get for a skill below my level.
