New LG Items and Arena Impact
When introducing new, powerful legendary items into the game there is the unavoidable side effect of potentially altering the power balance in PvP. With the new $1,000 USD real-money reward for arenas, it is even more important to not disrupt this balance in the middle of an arena season.
From this point forward, in order to prevent this from being a problem and to still be able to introduce new legendary items into the game mid-season, any LG that enters the game will be Arena Restricted until the start of the next arena season. An Arena Restricted item will have all stats and procs deactivated when in arena. The item's description will include the Arena Restricted label.
