Exclamation December Dowsing Bonus
I'm not sure if it is intended or not, but the December Dowsing chance appears to be a separate roll from normal dowsing chance. I have seen successful dowsings that say "Dowsing Successful" and "December Bonus Dowsing Successful"

That's just clarifying which proc'd.
He didn't up the regular dowsing. He added another dowsing (which happens to do same thing).
