Blue DD min Damage

I just remembered one issue i wanted to address on the forums a while ago and forgot. Maybe its just all in my mind and I remember things incorrectly, BUT

When i tested a few blue gem DDs the gem did less then the min damage written in its description, supposedly because caster had INT lower than 100. I thought maybe its a flaw, because you still should do the min damage at least regardless of your stats, just like with melee weapons too especially with piercers.

Was it because the blue magic skill was lower than the suiting of the enemy?
