 That bit's fine, it's the probability angle Marz is on about. 
If the mongo's were 21% a piece, you'd get a chance of 
[1-(0.79 * 0.79)] = 37.59% that at least one mongo will wink.
I make the % chance for each to be roughly ~23.84% given your numbers.
If that's correct, then that leaves a 5.68% chance that both will wink.
