Default Dismantling Epic Consumable Plans
I noticed that in my case, I had a consumable plan for a haunted totem sword. I was missing the two virtues, so it was in storage to use for them in the future. For some odd reason i decided to dismantle it, which I could. I assume this is a bug considering without the virtues you cannot dismantle an item, why would the plans be any different?

There are looser restrictions on epic crafting when it comes to virtues.

i think it is you can use dusts, and sell epic tps without virtues , but you cannot sell/trade dusts or the full epic.
