 Short version because I failed to copy/recover my original intended post:
 - Adding new items generally either does little for balance, or does too much and tips the scale, with some exceptions
 
 - It is difficult to find Goldilocks solutions to bridge existing gaps between builds
 
 - A tentative approach (along lines of Deft Finality, Min Damage) + evaluation of player feedback can help balancing effort
 
 - Improving new player experience is key to expanding playerbase, which provides greater community feedback and more ideas/testing, this should be the main priority imo
 
 - More diverse endgame goals will keep players engaged
