One legendary weapon I'd actually agree looks underpowered is the bouldering tendon whip, especially when looking at the Lick Of Death.
1% chance to hit + 48 points of stats
vs
10% chance to hit, 10 stats and 3.5% chance to double hit
Both with the same damage.
The tradeoff is clear. Even tanks will prefer the LoD if only for the extra chance to land taunts and to stun their target.

Wait... From reading this... Everyone gets the 7%'.... Its the 15% chance to hit that only range gets... Which is completely acceptable because if it were both for all it would be severely OP
