depends on what level the person's, who is looking at it, Epicurious level is. Won't be epic unless the item starts at good and you have 100 in the skill. There are a few epics that start at normal though and pets tend to start at great.

Player Shadowhock selling lvl 21 whip in AH with excellent accuracy but when i inspect player his weapon show exceptional accuracy. Also i inspected low lvl weapons from ah and all else show exceptional accuracy as u can see in pictures.
Why lvl 21 whip have excellent accuracy and is different then exceptional ?

I have lvl 95 epicurious and lvl 94 recognition.

Also maybe recognition skill must count when someone looking at someoneelse. I looking to someone with lvl 100 epicurious and recognition and i see his epic weapon have excelent accuracy, not epic.

Lvl 81 uncommon slash have excellent accuracy and lvl 94 uncommon slash have exceptional accuracy.
And excellent =/= exceptional.

So... something is not so well i think. Maybe a bug or something and this may affect all.

OK, then why lvl 21 epic whip have excellent accuracy in storage and same player have equiped epic weapons with exceptional accuracy ?
I have my own equiped epic weapons and storage epic weapon and all have same accuracy : exceptional.
lvl 21 whip is different then others ?
This puzzles me.

The level 21 epic chain whip does appear to be an exception to this rule.

Ah..., so wrong programming calculations means exception in this case.
Perhaps should be a review in regards to restore accuracy calculations on epic and legendary weapons.

P.S. All i hope is that all wrong programming calculations for epic or new lg weapons should not be called "exceptions".

What is the motivation ?
This is a software programming made by man not made by mother Nature. Must be a reason here. Otherwise can called that forgotten programming calculation or something.

Maybe a review of the action of epic weapons in the game and how their damage do would be welcome. We can get a bigger damage if can find miscalculations or forgotten calculations if they exist.

It has nothing to do with programming or calculations... All weapons have a base accuracy, epicurious can raise it by 4 levels. All legendary weapons start with the same base accuracy. If some epics have lower base accuracy than others it's up to the player to determine if the pros of the weapon outweigh the cons.

yeah as i see, when weapon got some lack in acurracy, that got better delay or demage... compared to anothers in same lvl.
